摘 要:全球气候变化背景下极端暴雨事件日趋频发,“杜苏芮”台风期间强降雨使闽浙皖赣粤五省发生了严重内涝灾害。为此,以福州城区为例,复盘分析“杜苏芮”台风期间暴雨内涝灾害,制定排水防涝提升策略,以期为其他城市提供参考和借鉴。研究结果表明:“杜苏芮”台风期间最大24 h、12 h、6 h降雨量均超100年一遇重现期对应降雨量,降雨量时间、空间上分布十分集中;福州城区内涝成因包括降雨量超过设防标准、排水防涝设施能力不足、山洪入城加剧内涝等;建议进一步完善城区排水防涝设施工程体系,优化涉水设施联合调度方案,开展韧性防灾抗灾体系建设,保障城市水安全。In the context of global climate change,extreme rainfall events have become increasingly frequent.The heavy rainfall during Typhoon"Doksuri"triggered severe waterlogging disasters in Fujian,Zhejiang,Anhui,Jiangxi,and Guangdong provinces.Taking the urban area of Fuzhou as an example,this paper reviews and analyzes the rainstorm-induced waterlogging disaster during Typhoon"Doksuri"and formulates strategies to improve drainage and waterlogging prevention,aiming to provide references for other cities.The research findings indicate that during Typhoon"Doksuri,"the maximum 24-hour,12-hour,and 6-hour rainfall volumes all exceeded the corresponding rainfall levels for a once-in-a-century recurrence interval,with a highly concentrated temporal and spatial distribution of precipitation.The causes of waterlogging in Fuzhou's urban area include rainfall exceeding design standards,inadequate drainage and waterlogging prevention facilities,and aggravated waterlogging due to mountain torrents entering the city.It is recommended to further improve the urban drainage and waterlogging prevention infrastructure system,optimize the joint dispatching plan for water-related facilities,and develop a resilient disaster prevention and mitigation system to ensure urban water security.
