摘　　要：选举权和被选举权是台湾同胞作为中国公民享有的政治权利,选举和担任人大代表是台湾同胞参与国家政治生活的重要体现。关于台湾同胞选举和担任各级人大代表,人民代表大会制度有相应安排,并通过长期实践积累了经验。当前台湾同胞选举和担任人大代表仍面临一些亟待解决的问题,两岸关系及台湾地区现实情况对台湾同胞选举和担任人大代表的相关资格确认产生影响,台湾同胞选举和担任各级人大代表的制度保障仍需不断完善,台湾同胞人大代表的代表性有待优化。随着两岸人员往来日益密切,应不断完善相关制度,发挥两岸融合发展示范区的先行示范作用,拓宽台湾同胞有序政治参与的途径,更好发挥人民代表大会制度在推进祖国统一方面的作用。The right to vote and be elected are political rights of Chinese citizens,including Taiwan compatriots.Participating in elections and serving as deputies to People's Congress is an important manifestation for Taiwan compatriots to participate in the country's political affairs.The system of People's Congresses has made arrangements for Taiwan compatriots to elect and serve as deputies to the People's Congresses at all levels,and has accumulated experience through long-term practice.Currently,Taiwan compatriots are still facing some urgent problems in electing and serving as deputies:the cross-Strait relations and Taiwan's region reality affect the Taiwan compatriotsqualification confirmation;the institution for the election of Taiwan compatriots to People's Congress need to be continuously improved;and the representativeness of Taiwan compatriots needs to be optimized.As the cross-Strait people-to-people exchanges become increasingly frequent,the relevant system should be continuously improved,the pioneering and exemplary role of the Cross-Strait Integration and Development Demonstration Zones should be brought into play,the channels for the orderly participation in political affairs by Taiwan compatriots should be broadened,and the system of people's congresses should take a more proactive role in promoting the unification of the motherland.
