村级集体经济发展瓶颈及解困路径研究——以近4年湖南省集体经济扶持村为例

摘　　要：以湖南省集体经济扶持村为实验样本,追踪2019—2022年湖南省立项扶持的集体经济扶持村,观测对比近4年的集体经济经营性收入情况,研究不同村级集体经济模式的特征,发现当前新型农村集体经济发展存在造血功能匮乏、经营管理不善、抗风险水平较弱等问题,并总结发展壮大新型农村集体经济的三条路径,分别为:强化人才虹吸,增强造血功能;坚持改革创新,提升经营质效;加强统筹联动,强化风险管控。Taking the villages supported by collective economy in Hunan Province as experimental samples,this paper tracks the project-based villages supported by collective economy in Hunan Province from 2019 to 2022,observes and compares the operational income of collective economy in recent four years,studies the characteristics of different village-level collective economic models,finds out that there are some problems in the development of new rural collective economy,such as lack of development potential,poor management,weak anti-risk level and so on,and summarizes three paths for developing and strengthening the new rural collective economy,including strengthening the induction of talents to enhance hematopoietic function;persisting in reform and innovation to improve the quality and efficiency of management;strengthening overall coordination to strengthen risk management and control.
