科技安全视域下高校开放资源建设与保障研究

摘　　要：在地缘政治局势日趋紧张和人工智能技术迅猛发展复杂背景下,探讨中国高校开放资源建设与保障问题,为维护国家科技安全、文化安全、信息安全、数据安全等方面提供参考。文章梳理分析了开放资源发展过程,以及国内高校开放资源建设与利用现状,指出当前高校开放资源建设在安全保密意识、基础平台自主可控、核心技术创新、资源外流等方面存在的主要问题,提出科技安全视域下高校开放资源建设与保障的措施建议,包括组织层面、政策规范、技术创新、新一代开放资源平台、资源审核与评估、资源缴存机制、开放合作等方面。In the context of increasingly tense geopolitical situations and the rapid development of artificial intelligence technology,this paper discusses the construction and support of open access resources in Chinese universities,providing a reference for safeguarding national scientific and technological security,cultural security,information security,data security,etc.The paper analyzes the development process of open resources,as well as the current status of open resource construction and utilization in domestic universities.It points out the main problems of current construction open resources in universities in terms of security and confidentiality awareness,independent control of basic platforms,core technology innovation,and resource outflow.It proposes measures and suggestions for construction and support of open resources in universities,including organizational aspects,policy norms,technological innovation,new generation open resource platforms,resource review and evaluation,resource deposit mechanism,open cooperation,etc.
