摘　　要：妥善安置退役军人对于加强国防和军队建设、维护政治和社会稳定、推动经济社会发展以及实现中华民族伟大复兴等都具有十分重要的意义。新时代退役军人安置制度设计应遵循历史、国际、理论和实践四重逻辑。历史逻辑表明各阶段退役军人安置制度具有时代特征和现实需求;国际逻辑强调国际经验借鉴与中国特色相结合;理论逻辑要求基于需求层次理论、福利供给理论和人力资源理论设计制度;实践逻辑要求构建多元主体结构、多维权力架构和多环衔接的实施路径。Properly resettling veterans is of great significance to strengthening national defense and military construction,maintaining political and social stability,promoting economic and social development,and realizing the great rejuvenation of the Chinese nation.The design of a system for resettling veterans in the new era should follow the four-fold logic of history,international situation,theory and practice.The logic of history indicates that the system for resettling veterans in each stage has the characteristics of the times and practical needs;the logic of international situation emphasizes the combination of international experience and Chinese characteristics;the logic of theory is based on the hierarchy-of-needs theory,welfare supply theory,and human resource theory;the logic of practice requires the construction of a diverse subject structure,a multi-dimensional power structure,and a multi-link joint implementation path.
