摘  要:本文深入探讨了旅游公路的独特性质和具体需求,提出了一种创新的交通与旅游相结合的低碳交通规划理念,将公路交通系统与绿色低碳发展、旅游业的繁荣,以及公共服务功能的完善紧密结合,以实现交通发展与环境保护的双赢。本文以五台山风景名胜区为例,详细分析了如何从满足游客的出行需求、有效降低碳排放、提升公共服务质量,以及创造积极的社会效益等多个维度出发,制定出一套科学合理的旅游公路低碳交通规划原则、目标和方法,通过提高交通系统的效率和可持续性,为游客提供更加便捷、舒适、低碳的出行体验,为“双碳”目标下旅游公路低碳交通规划提供理论依据和案例实践。This article delves into the unique characteristics and specific requirements of tourism highways and proposes an innovative low-carbon transportation planning concept that integrates transportation with tourism.It tightly connects the highway transportation system with green and low-carbon development,the prosperity of the tourism industry,and the improvement of public service functions,aiming to achieve a win-win situation for transportation development and environmental protection.Taking the Wutai Mountain Scenic Area as an example,the paper conducts a detailed analysis on how to meet the travel needs of tourists,effectively reduce carbon emissions,enhance the quality of public services,and create positive social benefits from multiple perspectives.A set of scientifically sound and reasonable principles,objectives,and methods for low-carbon transportation planning of tourism highways is formulated.By improving the efficiency and sustainability of the transportation system,it provides tourists with a more convenient,comfortable,and low-carbon travel experience,offering theoretical support and practical examples for low-carbon transportation planning of tourism highways under the dual-carbon goals.
