民航应急动员“平急结合”机制构建研究

摘　　要：民航应急动员在国家应急管理体系中占据重要的地位,提高民航应急动员的能力和效率对于提高新时代国家应急管理能力具有重要意义。民航应急动员需要投入大量的人力、物力等资源,也需要政策、机制以及相关组织机构等要素的统筹与协调。“平急结合”是提高资源准备能力、资源使用效率和各类要素组织统筹水平的有效手段。基于新时代民航应急动员的现实需求,从资源要素、目标与原则、实施方法三个方面探讨民航应急动员“平急结合”机制的构建,为提升民航应急动员水平尤其是“平急结合”的能力提供理论支撑。Civil aviation emergency mobilization occupies an important position in the national emergency management system.Improving the capacity and efficiency of civil aviation emergency mobilization is of great significance for enhancing the national emergency management capacity in the new era.Civil aviation emergency mobilization requires substantial investments in human and material,and other resources,as well as the coordinated efforts of various elements such as policies,mechanisms and relevant organizations.The“combination of peacetime and emergency”mechanism is an effective means to improve the resource preparation capacity,enhance resource utilization efficiency and upgrade the overall level of organization and coordination of various elements.Based on the actual needs of civil aviation emergency mobilization in the new era,this paper explores the construction of the“combination of peacetime and emergency”mechanism for civil aviation emergency mobilization from three aspects:resources and elements,goals and principles,and implementation methods.It provides theoretical support for enhancing the level of civil aviation emergency mobilization,especially the capacity of“combination of peacetime and emergency”.
