摘 要:隋代在短期内完成了多项大型工程,在中古史上属于工程营建密集期,惜各项工程运作程式却不见于诸史记载。通过对隋代迁都大兴、开凿漕渠、营建仁寿宫、迁建东京等一系列工程中具体组织过程的钩沉,发现一种暂时可概括为“多层次工程监管法”之运作程式。实际上,隋人多次运用此法来完成各项大型工程,且屡试屡效,一再证明此法在工程组织管理方法堪称良好,能在传统手工为主的时代有效保证工程工期和进度。如果回避滥用民力的道德拷问,钩沉和追溯此类运作程式至少也是一项值得更多关注的学术命题。The Sui Dynasty completed a considerable number of large-scale projects in a short period of time,which belonged to the intensive period of engineering construction in medieval history.Unfortunately,the operation procedures of various projects were not recorded in various historical records.By tracing the specific organization process of a series of projects in the Sui Dynasty,such as moving the capital to Daxing,digging canals,building Renshou Palace,and moving to Kaifeng,we found an operation program that can be summarized as“multi-level project supervision method”for the time being.As a matter of fact,Sui people used this method many times to complete various large-scale projects,and it had been proved time and again that this method was good in project organization and management,and it could effectively ensure the construction period and progress in the era of traditional manual work.If avoiding the moral examination of abusing the people's power,it was at least an academic proposition worthy of more attention and being traced back.
