摘 要:开展规划水资源论证,是强化水资源刚性约束、持续推动经济社会发展布局与水资源承载能力相适应的重要举措和手段。四川省以工业领域为突破口,推动规划水资源论证作为区域总体规划、行业专项规划及各类重大产业布局的前置条件。在工业园区规划水资源论证方面,完成省级经济开发区规划水资源论证整改销号,并开展省级化工园区涉水认定、重大水利工程规划水资源论证评审、推动非常规水源纳入水资源配置等工作。在此基础上,根据规划水资源论证制度、节水评价制度及水资源管理的要求,实施了试行规划水资源论证报告表、规划水资源论证关联取水许可管理、建立省级化工园区涉水全过程监管机制等创新举措。梳理了近年来四川省级工业园区规划水资源论证技术审查中的常见问题,提出论证思路、侧重点及解决对策,包括规划识别、用水总量指标余量审查、需水预测方法和水资源配置方案比选及规划实施影响分析等方面,以期对强化区域水资源管理提供参考借鉴。Conducting planning water resources appraisal is a crucial measure to strengthen rigid water constraints and ensure the alignment of economic and social development layouts with the carrying capacity of water resources.Sichuan Province has pioneered efforts in the industrial sector by making planning water resources appraisal a prerequisite for regional master plans,industry-specific plans,and major industrial layouts.In the domain of industrial park planning,Sichuan has completed the rectification and closure of water resources appraisals for provincial economic development zones,undertaken water-related identification for chemical parks,reviewed major water conservancy project appraisals,and integrated unconventional water sources into resource allocation frameworks.Furthermore,innovative measures have been implemented,such as piloting appraisal report forms,linking appraisal processes with water abstraction permits,and establishing a comprehensive supervision mechanism for provincial chemical parks.The study identifies common technical issues in water resources appraisal reviews for industrial parks,providing recommendations on key aspects such as planning identification,surplus assessment of total water consumption indicators,water demand forecasting methods,comparison of water allocation schemes,and impact analysis.These insights aim to enhance regional water resource management practices.
