摘　　要：发展节水产业是习近平总书记从推进中国式现代化战略高度作出的重大决策。节水产业是战略性新兴产业,是水利新兴产业链条中的重要环节。加快发展节水产业,对于形成节水型生产生活方式、提高水资源节约集约利用水平、促进经济社会发展全面绿色转型具有重要意义。江西省创新探索节水产业实践路径,在制度体系方面,加强顶层设计,为节水产业发展提供良好的政策环境;以推进合同节水管理为抓手,创新节水市场化模式,有效提高了用水效率;积极发挥绿色金融作用,通过“节水贷”等融资服务,为节水产业发展提供资金支持;创建节水科普品牌,以多元化载体和多维传播途径,有效增强社会公众的节水意识。当前,江西节水产业在发展过程中面临节水产业链不完整、市场活力不足、保障机制不完善等问题和挑战,为此针对性地提出了推进“产-学-研-用”全链发展、优化节水激励措施、完善金融体系及强化组织保障等对策建议。Developing the water-saving industry is a strategic decision made by president Xi Jinping to promote Chinese path to modernization.The water-saving industry is a strategic emerging sector and a crucial component of the new water-related industrial chain.Accelerating the development of this industry is essential for fostering water-conserving production and lifestyles,enhancing the conservation and intensive utilization of water resources,and facilitating the comprehensive green transformation of the economy and society.Jiangxi Province has pioneered practical pathways in advancing the water-saving industry.These efforts include strengthening top-level institutional design to create a favorable policy environment,promoting contract-based water-saving management to innovate market-oriented models and improve water-use efficiency,and utilizing green finance to support the industry through initiatives such as“water-saving loans”.Additionally,the province has built a brand for water-saving science popularization,enhancing public awareness through diverse platforms and communication channels.However,challenges such as incomplete industrial chains,insufficient market vitality,and inadequate safeguarding mechanisms persist.To address these issues,targeted strategies are proposed,including fostering full-chain development integrating“industry-academia-research-application”,optimizing incentive measures,improving financial systems,and reinforcing organizational support mechanisms.
