摘　　要：针对评标专家数据库抽取工作中专业特征被抽取状况不均衡问题,提出基于DEA结合技术的专家数据库专业特征智能随机抽取均衡算法。考虑专业特征抽取人数、专业抽取均匀性等方面的约束,制定基本的评标专业特征挑选规则。结合关联规则思想和模糊C均值聚类算法,对库内所有专业特征进行聚类处理,根据挑选规则搜索出目标类别,形成满足均衡性要求的候选评标专业特征集。应用层次分析法建立评价指标体系,明确每名专家特征综合素质,获取最终专业特征智能随机抽取结果。实验结果表明,运用新研究算法进行数次随机抽取测试,所有专业特征被抽取次数都保持在30~35次之间,满足了随机抽取均衡性要求。In order to solve the problem of the imbalance of professional features in the extraction of expert database for bid evaluation,an intelligent random sampling and equalization algorithm for professional features of expert database based on DEA combination technology was proposed.Considering the constraints of the number of professional characteristics and the uniformity of professional extraction,the basic rules for the selection of professional characteristics of bid evaluation were formulated.Combined with the idea of association rules and the fuzzy C-means clustering algorithm,all the professional features in the database were clustered,and the target categories were searched according to the selection rules,so as to form a set of candidate professional features that meet the equilibrium requirements.The analytic hierarchy process was used to establish an evaluation index system,and the comprehensive quality of each expert’s characteristics was clarified,and the final results of intelligent random sampling of professional characteristics were obtained.The experimental results showed that the number of random sampling tests of all professional features was kept between 30~35 times by using the new research algorithm,which meets the requirements of random sampling equilibrium.
