民国北京政府时期省级军政长官群体行为准则论析

摘　　要：民国北京政府时期,省级军政长官群体同处近代中国社会转型时代,经过新旧势力的斗争被推上历史舞台,有着相似的成长经历以及颇为深厚的私人关系,甚至结成不同的派系同盟,故而存在一定的行为准则。这大致体现在以下几个方面:思想上尊孔读经和崇祀关岳;政治上认同国家并割据地方;军事上信奉武力也顾及道义;生活上追求排场和奢靡无度。这个群体奉行其行为准则,扮演了政治军事化的主力,客观上推动了军事现代化;也造成了政治区域化的局面,导致全国政治失序;作为传统政治向现代政治转变的一种过渡性政治力量,对政治现代化产生双重影响。In the period of the Beijing government of the Republic of China,the provincial military governors were situated in the same era of social transformation of modern China and put onto the stage of history due to the struggle between the old and the new forces.They had similar growth experiences and rather profound personal relationships,and even formed different factional alliances.Therefore,there was a certain code of conduct,which was generally manifested in the following aspects:respecting Confucius,studying the Confucian classics,and worshipping Guan Yu and Yue Fei ideologically;identifying with the nation while partitioning local areas politically;believing in force while taking into account morality in military affairs;and pursuing ostentation and excessive luxury in life.This group adhered to this code of conduct and played a major role in the militarization of politics,objectively promoting military modernization,creating a situation of political regionalization which led to the disorder of national politics,and exerted a dual impact on political modernization as a transitional political force in the transformation from traditional politics to modern politics.
