摘　　要：伴随着北京冬奥会的圆满落幕,冬奥遗产的可持续发展也步入了后冬奥时代。该研究采用文献资料法与逻辑分析法,梳理后冬奥时代北京冬奥遗产可持续治理的价值旨向,探究冬奥场馆与精神文化两大类遗产的赛后可持续治理策略,以期为冬奥遗产的赛后可持续治理提供有益参考。冬奥遗产赛后可持续治理具有诸多价值旨向:持续推广冰雪运动,扩大冬奥遗产成果;促进冬奥经济增长,加快发展体育产业;传承冬奥社会遗产,引领社会文明进步;释放遗产联动效应,促进区域协同发展;赓续冬奥精神文化,彰显中华体育精神;塑造良好国家形象,展现中国大国风范。在冬奥遗产赛后可持续治理方面,该研究提出充分利用社会资本、加强共识与沟通、搭建多业态利用模式、促进与本地文化融合等冬奥场馆遗产治理建议,以及明确保护开发原则、发挥市场作用、鼓励公众参与、推动有形化发展等精神文化遗产治理建议。With the successful conclusion of the Beijing Winter Olympics,the sustainable development of Winter Olympics legacy has also entered the post-Winter Olympics era.This study uses the method of literature and logical analysis to sort out the value orientation of the sustainable governance of the Beijing Winter Olympics legacy in the post-Winter Olympics era,and explores the governance strategies for the two major categories including venue and spiritual culture legacy,with a view to providing guidance for the post-game governance of the Winter Olympics legacy.The sustainable governance after the Winter Olympic legacy has many value directions:continue to promote winter sports and expand the legacy of the Winter Olympics;promote the economic growth of Winter Olympics and accelerate the development of sports industry;inherit the social legacy of Winter Olympics and lead the progress of social civilization;release the linkage effect of legacy and promote coordinated regional development;continue the Winter Olympics spiritual culture and highlight the spirit of Chinese sports;create a good national image and show the great power style of China.In terms of sustainable governance,this study proposes venue legacy governance suggestions,such as making full use of social capital,strengthening consensus and communication,building a multi-business utilization model,and promoting integration with local culture.As well as suggestions for spiritual and cultural legacy governance,such as clarifying protection and development principles,exerting market effect,encouraging public participation,and promoting tangible development.
