体育产业引导资金对区域经济发展的影响研究--基于多期DID的经验证据

摘　　要：体育产业引导资金是地方政府探索体育产业供给侧结构性改革,谋求地区体育产业发展的重要财政政策工具。该研究运用多期双重差分的方法,实证检验了体育产业引导资金对区域经济发展的影响机制。结果表明:体育产业引导资金能够显著推动区域经济增长;体育产业引导资金可以通过促进产业结构优化升级与社会就业规模增长两种作用机制推动区域经济发展;体育产业引导资金对区域经济发展的推动作用因地区经济发展水平不同而存在异质性,其中在经济发展水平高的地区其经济效应显著,反之则不然;进一步研究发现,体育产业引导资金对体育产业发展起到了“锦上添花”的作用,而对体育产业发展水平较低的地区存在显著的负向影响。建议:注重体育产业引导资金的落地以有序扩大政策覆盖广度;结合本地经济发展状况与长期战略以合理安排体育产业引导资金投向;关注体育产业引导资金的就业带动作用以丰富完善绩效评价体系。Sports industry guiding funds represent a crucial fiscal policy instrument for local governments to explore supply-side structural reforms of sports industry and promote regional sports industry development.This study employs a multi-period difference-in-differences approach to empirically examine the impact mechanisms of sports industry guiding funds on regional economic growth.The results show that:sports industry guiding funds significantly promote regional economic growth;The sports industry guiding funds can promote regional economic development through two mechanisms of promoting the optimization and upgrading of industrial structure and the growth of social employment scale.The promotion effect of sports industry guiding funds on regional economic development is heterogeneous due to the different level of regional economic development,and the economic effect is significant in areas with high economic development level,but not vice versa.Further analysis reveals that the guiding funds play a"reinforcing"role in the development of the sports industry,while exerting a significant negative impact on regions with a low level of sports development.Suggestions:Pay attention to the landing of sports industry guiding funds to orderly expand the coverage of the policy;Combine the local economic development situation and long-term strategy to rationally arrange the sports industry to guide the investment of funds;Pay attention to the employment driving role of sports industry guiding funds to enrich and improve the performance evaluation system.
