摘　　要：为精准查找张家口市优化营商环境重点难点问题,需构建符合城市实际情况的营商环境评价指标体系。在界定营商环境概念的基础上,构建适用本地营商环境评价的定量评估体系,并对本地城市和对标城市进行评价、比较和分析,以发现本地城市优化营商环境重点难点症疾所在。结合对市场主体走访调研,提出优化营商环境的对策和建议。该研究思路有助于城市识别需要重点关注和改进的营商环境问题,并提出行之有效的解决方案。研究结论对政府精准制定优化政策具有参考意义。In order to accurately find out the key and difficult problems in optimizing the business environment of Zhangjiakou city,it is necessary to build a business environment evaluation index system in line with the actual situation of the city was constructed.On the basis of defining the concept of business environment,a quantitative evaluation system applicable to local business environment evaluation was constructed,and local cities and benchmark cities were evaluated,compared and analyzed to find out the key and difficult problems in optimizing the business environment of local cities,and countermeasures and suggestions are put forward for optimizing the business environment by visiting and researching market players.The research ideas can help cities to identify the business environment problems that need to be focused on and improved,and propose effective solutions.The research conclusions have reference significance for the government to accurately formulate optimization policies.
