从行政吸纳到赋权参与:公益创投项目评估模式转型研究  

From administrative absorption to empowered participation:a study on the transformation of the project evaluation model of venture philanthropy

摘　　要：公益创投项目评估是促进地方政府与社会组织有效合作的一种重要方式,但研究发现其在促进优化政府购买服务绩效、助推社会组织能力提升中的作用不够明显。基于H市公益创投的参与式观察,发现项目评估逐步演变成一种行政吸纳社会的机制:作为购买方的基层政府,长期处于压力型体制,延伸出吸纳治理的强需求;作为执行方的社会组织,因生存与发展的需求而高度依赖政府;作为评估方的第三方机构,在双向委托代理关系中追求利益平衡。要建构地方政府与社会组织的良性互动关系,需要优化公益创投项目评估,实现从行政吸纳式评估向赋权参与式评估的转型。Venture philanthropy project evaluation is an important way to promote effective cooperation between local governments and social organizations,but study finds that its effect on promoting the optimization of the performance of government-purchased services and boosting the capacity of social organizations is not significant enough.Based on the participatory observation of venture philanthropy in City H,it is found that project evaluation has gradually evolved into a mechanism for administrative social inclusion:the grassroots government as the purchaser,which has long been in a pressure-based system,extends a strong demand for absorption of governance;social organizations as the executing party are highly dependent on the government due to the need for survival and development;and third-party organizations as the evaluating party pursue a balance of interests in a two-way principal-agent relationship.In order to construct a benign interactive relationship between local governments and social organizations,it is necessary to optimize the evaluation of venture philanthropy projects and realize the transition from administrative absorption evaluation to empowered participation evaluation.
