摘  要:当前船舶向着大型化发展,我国部分码头泊位由于建设规划时间早、营运周期长,已经无法满足船舶安全靠泊的需要。新《中华人民共和国海上交通安全法》实施后,在法律层面上为海事对船舶超等级靠泊码头提供了监管依据,从保障港口水上安全和推动地方港口经济良性发展的角度,海事应当依法加强对船舶超等级靠泊码头行为的监管。At present,due to the early construction planning and long operation cycle of some dock berths in China and the development of ships towards larger scale,the docks are unable to meet the needs of safe berthing.After the implementation of the new Maritime Traffic Safety Law,it provides a legal basis for the maritime administration in the management of ships beyond the limited level to berth at docks.From the perspective of ensuring safety in port waters and promoting the sound development of local port economy,the maritime administration should strengthen the supervision over such berthing in accordance with the law.
