摘 要:以科学合理的财政政策激励卫星通信产业发展,是社会各界广泛关注的议题之一。选取2011—2021年A股卫星通信上市公司非对称面板数据,探究财政政策激励对卫星通信产业发展的影响,并验证研发费用和人力资本水平的中介作用。研究发现:财政政策激励显著促进了卫星通信产业发展;机制分析表明,财政政策激励可通过提高研发费用和人力资本水平,有效提升卫星通信产业发展水平。异质性分析表明,财政政策激励对不同产权性质卫星通信企业发展的影响不同。对此,应加大补贴规模,优化资助结构,强化高质量人力资本积累,完善现代化产业治理体系,推动卫星通信产业跨越式发展。Stimulating the development of satellite communication industry with scientifically reasonable fiscal policies is one of the widely concerned topics in society.Select the asymmetric panel data of A-share satellite communication listed companies from 2011 to 2021 to explore the impact of fiscal policy incentives on the development of satellite communication industry,and verify the intermediary role of R&D costs and human capital levels.Research has found that fiscal policy incentives have significantly promoted the development of the satellite communication industry;Mechanism analysis shows that fiscal policy incentives can effectively enhance the development level of the satellite communication industry by increasing research and development expenses and human capital levels.Heterogeneity analysis shows that fiscal policy incentives have different impacts on the development of satellite communication enterprises with different property rights.In this regard,we should increase the scale of subsidies,optimize the funding structure,strengthen the accumulation of high-quality human capital,improve the modern industrial governance system,and promote the leapfrog development of the satellite co-mmunication industry.
