摘　　要：随着科技创新在国家战略中的地位不断提升,新型科研机构逐渐成为科技创新体系的重要组成部分。新型科研机构要实现促进科技成果转移转化、推动科技创新和经济社会发展深度融合的发展目标,需要在如何使用好财政支持科研经费上下功夫,高度重视绩效管理工作。当前,新型科研机构在财政支持科研经费使用过程中存在效率不高、绩效管理不足等问题。本文从财政支持的新型科研机构科研经费管理现状出发,系统分析了绩效管理的内涵及其在科研经费管理中的作用,梳理了新型科研机构在科研经费绩效管理上面临的挑战,提出了适应新型科研机构特点的绩效管理路径。希望通过科学的绩效管理机制,提高财政资金的使用效能,为新型科研机构的健康发展提供借鉴和参考。With the increasing importance of technological innovation in national strategies,new research institutions have gradually become an important component of the technological innovation system.To achieve the development goal of promoting the transfer and transformation of scientific and technological achievements,and promoting the deep integration of scientific and technological innovation and economic and social development,new scientific research institutions need to put effort into how to use financial support for scientific research funds and attach great importance to performance management.Currently,new research institutions face problems such as low efficiency and inadequate performance management in the use of financial support for scientific research funds.This article starts from the current situation of research fund management in new research institutions supported by finance,systematically analyzes the connotation of performance management and its role in research fund management,sorts out the challenges faced by new research institutions in research fund performance management,and proposes a performance management path that adapts to the characteristics of new research institutions.It is hoped to improve the efficiency of financial fund utilization through a scientific performance management mechanism,and provide reference and guidance for the healthy development of new scientific research institutions.
