政策工具—创新价值链视角下的我国元宇宙产业政策研究

摘　　要：随着我国元宇宙产业的迅速发展,多维度分析现行元宇宙产业政策对优化政策体系和推动产业高质量发展具有重要意义。构建“政策工具—创新价值链”二维分析框架,系统梳理和分析近年来发布的53份相关政策文本,采用内容分析法比较了政策工具和创新价值链各环节的应用差异及其交叉效应。研究发现,虽然政策工具在元宇宙产业中的应用总体较为均衡,但相关政策对创新价值链各环节的覆盖存在显著不均衡,主要集中在研发和产业化环节,而市场化环节的支持明显不足。同时,不同环节之间的政策工具配置和组合效应也存在显著差异。为此,建议进一步优化政策工具的协同效应与内部结构,增强对市场化环节的支持力度,以促进元宇宙产业创新价值链的高效运转和可持续发展。With the rapid development of the metaverse industry in China,it is of great significance to analyze the existing metaverse industrial policies in a multi-dimensional way in order to optimize the policy system and promote the high-quality development of the industry.A“Policy Tools—Innovation Value Chain”two-dimensional analysis framework was constructed to systematically review and analyze 53 relevant policy documents published in recent years.Content analysis method was employed to compare the differences in the application of the policy tools and the links of the innovation value chain,as well as the interactions between the two.It is found that although the application of policy tools in the metaverse industry is generally balanced,there is significant imbalance in the coverage of the innovation value chain,with policies predominantly focusing on the research and development,as well as industrialization,while support for marketization is notably insufficient.At the same time,the configuration and combinatorial effects of policy tools vary across different stages.Therefore,it is recommended to optimize the coordination and internal structure of policy instruments and to strengthen support for commercialization to promote the efficient functioning and sustainable development of the metaverse industrial innovation value chain.
