摘　　要：提升国际传播能力是新时代文化工作当中非常重要的一环,目前学界大多从权力利益角度着手研究国际传播的效用,却鲜少基于文化治理的角度。大国除了有增进国家的文化利益、改善国际形象的需求,也能够主动向国际社会提出文化治理的主张。本文从文化软实力与文化治理的角度出发,剖析了我国国际传播的现行策略:一方面坚持提升自己的文化软实力从而维护国家利益,另一方面提出全球文明倡议,并践行人类命运共同体理念,加强国际文化合作,为全球文化治理作出贡献,展现了作为负责任大国的担当。本文从提升我国国际传播能力的意义、背景与路径三个方面进行探讨,并以面向东盟地区为例,提出了怎么从文化软实力与文化治理的角度去理解新时代提升我国的国际传播能力,从而更有利于全球文化秩序的重建。Enhancing international communication capabilities is a crucial aspect of cultural work in the new era.Currently,academia mostly studies the utility of international communication from the perspective of power and interests,with few focusing on cultural governance.Major powers not only have the need to enhance their cultural interests and improve their international image but also have the ability to proactively propose cultural governance initiatives to the international community.This article,starting from the perspectives of cultural soft power and cultural governance,analyzes China's current international communication strategies:on one hand,it insists on enhancing its own cultural soft power to safeguard national interests,and on the other hand,it proposes global civilization initiatives and practices the concept of a community with a shared future for mankind,strengthening international cultural cooperation and contributing to global cultural governance,demonstrating the responsibility of a major power.This article discusses the significance,background,and pathways of enhancing China's international communication capabilities,and takes the ASEAN region as an example to propose how to understand the enhancement of China's international communication capabilities from the perspectives of cultural soft power and cultural governance in the new era,which will be more conducive to the reconstruction of the global cultural order.
