合浦水库灌区管理现状及对策

摘　　要：合浦水库灌区是北海市规模庞大的供水系统和灌溉网络工程,在农业生产方面发挥了巨大效益。但近年来由于机构改革、工程实体年久失修等原因,灌区管理问题及矛盾日渐凸显,包括管理体制不顺畅、配套设施不完善等,应该要采取措施加以解决。本文针对这些问题,提出了不断深化灌区管理体制改革、加快推进农业水价综合改革等对策建议。通过这些措施的落实,可以有效提高灌区管理水平,为北海市整市推进高标准农田建设工作提供水资源保障,为推进乡村全面振兴提供坚实的水利支撑。Hepu Reservoir Irrigation Zone Project is a large-scale water supply system and irrigation network of Beihai City,and plays a huge role in agricultural production.In recent years,due to institutional reform and long-term disrepair of engineering entities,the management problems and contradictions in irrigation zone have become increasingly prominent,including the management system is not smooth and the supporting facilities are inadequate etc.Measures should be taken to solve these problems.It is proposed to continuously deepen the reform of irrigation area management system,and accelerate the comprehensive reform of agricultural water price.With these countermeasures being implemented,the management level of irrigation zone will be effectively improved,so as to provide water resources guarantee for promting the construction of high standard farmland,and provide solid water conservancy support for promoting comprehensive rural revitalization in Beihai City.
