区域贸易协定实现贸易创造的多渠道探索——基于两步分解法的研究

摘　　要：本文理论分析并实证检验了区域贸易协定(RTA)对于贸易的不同影响渠道及异质性效应。分析发现:RTA可通过削减关税、降低政策不确定性、减少与协调非关税措施、促进边境后制度融合等多种渠道影响缔约国贸易,其中削减关税与降低政策不确定性是主要渠道,减少与协调非关税措施、促进边境后制度融合两种渠道的重要性正在不断提高;RTA的贸易效应在协定、缔约国、行业层面存在很大异质性,当协定深度越大、缔约国前期贸易摩擦越多、贸易互补性越强、监管负担越重时,RTA的贸易促进效应往往越大。本文研究结论揭示了区域贸易协定的深层影响,有助于为中国构建高标准自由贸易区网络、扩大制度型开放提供政策参考。This paper theoretically analyzed and empirically tested the different impact channels and heterogeneous effects of Regional Trade Agreements(RTA)on trade.The findings reveal that RTA can impact the trade of contracting countries through various channels,including the reduction of tariffs,the decrease in uncertainty,the reduction and coordination of non-tariff measures,and the promotion of post-border institutional integration,among which the reduction of tariffs and the decrease in uncertainty are the primary channels,while the importance of coordinating non-tariff measures and promoting the integration of post-border institutions is increasingly rising.The trade effects of RTA exhibit significant heterogeneity at the levels of the agreement,contracting countries,and industries.The trade promotion effect of RTA tends to be greater when the depth of the agreement is greater,the initial trade frictions between contracting countries are more numerous,the trade complementarity is stronger,and the regulatory burden is heavier.The conclusions of this study uncover the profound impacts of Regional Trade Agreements,which can provide policy guidance for the construction of a high-standard free trade zone network and the expansion of institutional openness in our country.
