摘　　要：深挖冰雪文化内涵,加强冰雪文化资源开发利用,强化品牌建设与推广,健全区域品牌体系,创新发展思路与模式,培育冰雪文化,构建龙江文化新格局,打造更多具有国际竞争力的冰雪文化产业,构建冰雪文化人才队伍,夯实冰雪文化产业人才基础,推动冰雪文化创造性转化和创新性发展。提高文化主体对自身文化理想、文化价值的信心,为黑龙江省经济高质量发展注入文化力量。Deeply explore the connotation of ice and snow culture,strengthen the development and utilization of ice and snow cultural resources,strengthen brand construction and promotion,improve regional brand system,innovate development ideas and models,cultivate ice and snow culture,build a new pattern of Longjiang culture,create more internationally competitive ice and snow cultural industries,build a team of ice and snow cultural talents,consolidate the talent foundation of ice and snow cultural industries,and promote creative transformation and innovative development of ice and snow culture.Enhance the confidence of cultural subjects in their own cultural ideals and values,and inject cultural power into the high-quality economic development of Heilongjiang Province.
