摘　　要：随着社会发展的剧烈转型,公民依法维权的意识不断提升,我国行政争议日益增多。以行政争议实质性化解为目标,结合当前行政诉讼调解的司法实践与困境,提出规制“调解+撤诉”的结案方式、适当扩大行政诉讼调解的适用范围、建立调审分离的模式、加强对行政诉讼调解监督与救济的建议,从而优化行政诉讼调解制度的运行,推动法治建设广惠民生的时代使命。With the drastic transformation of social development,the consciousness of citizens’rights protection according to law continues to improve,and the administrative disputes in our country are in-creasing day by day.Aiming at the substantive resolution of administrative disputes and combining with the current judicial practice and dilemma of administrative litigation mediation,this paper puts forward some suggestions on regulating“mediation+withdrawal”,appropriately expanding the scope of application of administrative litigation mediation,establishing the mode of separation of mediation and trial,and strengthening supervision and relief of administrative litigation mediation,so as to optimize the operation of administrative litigation mediation system.The mission of the Times is to promote the construction of the rule of law and benefit the people.
