摘 要:协同治理是多元社会治理的关键议题。本文以地方儿童保护行动为例,分析了多主体在协同行动中出现的激励弱相容,以及由此引发的协同治理形式化问题。研究发现,多元主体协同治理的运转面临着激励结构无效、驱动力离散、信息观念非对称等困境,这使得协同行动仅在形式上具有协同意味,呈现出被动回应与消极配合、职能人员相互推诿、浅层沟通与低度认可的状态。有鉴于此,为使协同制度机制建设与多元主体角色定位相匹配,需要如下三方面的努力:提升协同制度刚性,加强基层协同机制建设;明晰各方需求,完善会商机制;增进数治信息系统在实操领域当中的应用。Collaborative governance is a crucial issue in pluralistic social governance.This paper takes local child protection efforts as a case to analyze the weak compatibility of incentives among multiple actors in cooperative actions,which leads to the issue of formalized collaborative governance.The findings reveal that the operation of multi-actor collaborative governance is hindered by ineffective incentive structures,fragmented driving forces,and asymmetric information and viewpoints.Consequently,collaborative actions often exhibit only superficial coordination,characterized by passive response,avoidance of responsibility among functionaries,shallow communication,and minimal mutual recognition.To address these issues,it is necessary to enhance the rigidity of collaborative institutional mechanisms and strengthen local-level coordination frameworks.The research suggests clarifying role expectations,improving mechanisms for inter-agency dialogue,and advancing the application of digital governance tools in practice.
