制度要素的效力边界与制度变迁——基于林县两个农村资金互助社的案例

摘　　要：本文通过对东北两个农村资金互助社的案例研究,从制度要素组合视角出发,尝试探讨斯科特未言明的制度要素冲突诱发制度变迁的具体机制。通过引入制度要素的“效力边界”概念并构建农村合作金融的制度要素图谱,本研究指出,组织依据当前遭遇事件定义组织问题,应机选择引入并组合制度要素内容。然而,受政策环境、市场行情与行动者投机行为等因素的影响,这些制度要素可能会在“功能范围”与“适用群体”维度越过“效力边界”,进而导致要素间的摩擦与冲突,这构成了制度变迁的内在动力。加之农村金融领域“增信手段”有限性,二者共同形塑了农村资金互助制度的变迁过程。Based on a case study of two rural fund cooperatives in Lin County,northeast China,this study explores the mechanism of institutional change induced by conflicts between institutional elements,a mechanism not explicitly addressed in Scott's framework.By introducing the concept of"effectiveness boundaries"of institutional elements and creating a mapping of these elements in rural cooperative finance,this study shows that organizations define problems based on current events and selectively introduce and combine institutional elements.However,influenced by factors such as the policy environment,market conditions,and actors'speculative behaviors,these institutional elements may surpass their"effectiveness boundaries"in terms of"functional scope"and"target groups,"resulting in friction and conflict between elements.This conflict forms the internal driving force behind institutional change.The limited availability of"credit enhancement mechanisms"in rural finance further shapes the institutional change process in the rural fund cooperative system of Lin County.
