摘　　要：遏制新型毒品蔓延,重在重构毒品防控体系。γ-羟丁酸(gamma-hydroxybutyrate,GHB)作为一种特殊的新型毒品,具有双重属性(药物和毒品),相较传统毒品滥用和防控存在本质区别。GHB滥用人群普遍集中在18-30岁之间的年轻人,其主要被作为消遣娱乐性毒品和药物辅助性犯罪工具使用。尽管各国法律均对GHB进行了严格管控,但是因其易制、易得、滥用后体内难以鉴识、滥用监测网络不完善、刑事法律管控滞后等原因,GHB滥用情况极易被低估。刑事法律管控和政策干预是防控GHB滥用的有效措施,通过拓展GHB滥用鉴识手段、完善GHB滥用监测网络、减少GHB滥用的危害后果,可以有效提升GHB滥用的防控效果,也符合现代毒品防控的双轨防控模式,即减少危害和控制犯罪的目的。To effectively mitigate the proliferation ofnew types of drugs,it is essential to reformulate the drug control framework.Gamma-hydroxybutyrate(GHB),as a particular novel drug,possesses dual attributes(medication and drug),and there exists an essential distinction in its abuse and control compared with traditional drugs.The population abusing GHB is prevalently concentrated among adolescents aged 18 to 30.It is mainly utilized as a recreational entertainment drug and a tool for drug-assisted criminality.Even though laws of all countries have imposed strict regulations on GHB abuse,due to reasons such as its ease of production and acquisition,difficulty in identification within the body,imperfection of the abuse monitoring network,and lagging criminal legal control,the extent of GHB abuse is highly likely to be underestimated.Criminal legal control and policy intervention are effective measures for preventing GHB abuse.By expanding the means of identifying GHB abuse,enhancing the GHB abuse monitoring network,and reducing the harmful consequences of GHB abuse,the prevention and control efficacy of GHB abuse can be effectively enhanced.This also conforms to the dual-track prevention and control model of modern drug control,namely the goals of reducing harm and controlling crime.
