摘　　要：预防未成年人犯罪坚持综合治理原则,社会力量的参与可以有效提高预防未成年人犯罪的专业化和社会化水平,但长期以来面临缺乏质量监控与成效评估机制的掣肘。2022年以来,上海开始探索未成年人司法社会服务评估的试点,遵循“以评促建、评建结合”原则,科学地检验与提升了试点区域未成年人司法社会服务质量。不过,评估试点既面临着隐私保护的伦理冲突和受托于司法的立场选择,也存在着评估体系不完整和评估手段单一的问题。未来,有必要明确“最有利于未成年人、中立、专业”的评估思路,兼顾评估的效率性与公平性,完善评估结构、调整评估指标、丰富评估方法,实现未成年人司法社会服务与评估工作质效的双向提升,为未成年人法治建设贡献基层力量。The prevention of juvenile delinquency adheres to the principle of comprehensive governance,whereby the involvement of social forces can significantly enhance the specialization and socialization levels of crime prevention efforts.However,the long-standing challenge has been the lack of quality control and outcome evaluation mechanisms.In 2022,Shanghai initiated a pilot project to evaluate juvenile justice social services,following the principle of"promoting construction through evaluation and combining evaluation with construction."This scientific approach has effectively tested and improved the quality of juvenile justice social services in the pilot areas.Nevertheless,post-evaluation efforts face ethical conflicts related to privacy protection and positional biases due to judicial entrustment.Additionally,there are limitations in the completeness of the evaluation system and the singularity of evaluation methods.Looking ahead,it is essential to establish an evaluation framework that is"in the best interest of minors,neutral,and professional,"balancing efficiency and fairness in evaluation.Timely adjustments to evaluation indicators and the diversification of evaluation methods are necessary to achieve mutual enhancement in the quality and effectiveness of juvenile justice social services and their evaluations,thereby contributing to the construction of rule of law for minors at the grassroots level.
