摘　　要：新中国如何能在现代化历程中兼具稳定性与适应性,需要从中国的革命传统中寻找答案。本文在借鉴和批评韩博天与裴宜理所提出的“游击式”政策风格理论基础上,指出“波浪式发展”才是中国式现代化道路中缔造国家适应性能力的关键政策方法论。“波浪式发展”是毛泽东在土地革命时期首创的军事战略,后来不断发展为推进国家现代化建设的政策方法,在新中国成立前后的土地改革运动、社会主义建设探索时期的政策调试以及改革开放的重大变革中发挥了充分指导作用。其所包含的由点到面、反复渐进、及时调整、动态平衡等政策制定与实施方法原则均是基于中国广土众民的具体国情,从“以人民为中心”的政治逻辑起点不断发展而来的,是“波浪式发展”得以缔造新中国的国家适应性能力之根本。Why China has been able to achieve political stability and adaptability in the process of modernization is a question many have answered.By drawing on and criticizing the"guerrilla"theory proposed by Sebastian Heilmann and Elizabeth J.Perry,the paper points out that"wave-like development"is the key policy methodology for forging China's adaptive capacity in the path to modernization.The"wave-like development"was first proposed by Mao Zedong as a military strategy during the Agrarian Revolutionary period,which later evolved into a policy methodology for promoting national modernization.It played an important role in the Land Reform Movement before and after the founding of the people's Republic of China,in policy adjustment during the exploration period of socialist construction,and in the major reforms during the reform and opening up period.The principles of policy formulation and implementation,such as point-to-area coverage,gradual progress,timely adjustment and dynamic balance are all based on the starting point of putting people first.This is the fundamental basis for"wave-like development"to forge the adaptive capacity of China.As a clue,"wave-like development"inspires us to establish an analytical framework of policy practice principles starting from the context of China's experience,which will reflect the theoretical significance of Chinese-style modernization.
