基于PMC指数模型的我国中医药人才政策量化评价

摘  要:目的定量评价我国中央层面和地方层面的中医药人才政策,分析政策优劣,针对目前政策中存在的问题提出建议,为优化我国中医药人才工作提供参考。方法在北大法宝、政府网站等平台检索近十年国家和地方出台的中医药人才政策,采用ROSTCM6.0软件进行文本挖掘,并以此为依据构建包含10个一级变量与41个二级变量的PMC指数模型,在结合政策层级的关联性与政策内容的多样性筛选代表性政策之后,通过PMC指数模型对政策的一致性进行量化分析。结果政策量化评价结果显示,10篇代表性政策的PMC指数平均得分为6.72分,其中5篇为优秀型政策,5篇为良好型政策,政策整体设计较为合理,但政策内容、政策工具、政策评价指标得分相对较低,中央政策得分普遍高于地方政策。结论我国中医药人才政策的政策内容有待进一步完善,各类型政策工具的运用应均衡协调,工作成果与进度也需要加强评估与督导,同时各地应积极出台专项政策,优化地方政策设计。Objective To quantitatively evaluate traditional Chinese medicine talent policies at the central and local levels in China,we analyzed the advantages and disadvantages of the policies,and provided targeted suggestions for the current problems in the policies,so as to provide reference for optimizing the work of traditional Chinese medicine talents in China.Methods We retrieved traditional Chinese medicine talent policies issued by the country government and local governments in the past decade in Peking University's PKULAW.com and government websites.After the text mining with ROSTCM 6.0 software,we constructed a PMC index model containing 10 primary variables and 41 secondary variables.Based on the correlation between policy levels and the diversity of policy content,we selected the representative policies and used the PMC index model to analyze them.Results The quantitative evaluation results of policies showed that the average PMC index score for 10 representative policies was 6.72 points,of which 5 were excellent policies and 5 were good policies.The overall design of policies was relatively reasonable,but the scores for policy content,policy tools and policy evaluation were relatively low.The scores for central policies were generally higher than those for local policies.Conclusion The policy contents of China's traditional Chinese medicine talent policies need to be further improved,and the use of various types of policy tools should be balanced and coordinated.The evaluation and supervision of work effectiveness and progress also need to be strengthened.Meanwhile,the local governments should actively introduce special policies for traditional Chinese medicine talents and optimize local policy design.
