新质生产力赋能体育强国建设的动力机制、现实困境与纾解路径

摘　　要：新质生产力为推进体育强国建设提供了重要引擎。本文采用文献资料法、逻辑分析法等研究方法,剖析新质生产力赋能体育强国建设的动力机制与现实困境,并提出纾解策略。研究认为,新质生产力主要通过技术革命性突破、创新性要素配置、产业结构转型升级三大引擎驱动体育强国建设。新质生产力赋能体育强国建设的现实困境:政府主体层面的相关体制机制呈现碎片化,保障性体系建设尚未完全形成;技术革命性创新层面的颠覆性技术和前沿技术创新滞后;体育科技人才层面的复合型人才匮乏;产业资源配置层面的科技资源配置方向失衡,严重制约了中国特色体育强国建设的进程。据此,提出纾解路径:革新体育体制机制,构建体育强国建设保障体系;深化科技赋能战略,驱动体育强国建设创新引擎;优化多元化科技人才培育机制,筑牢体育强国发展根基;完善生产要素资源配置模式,激发体育强国建设产业新活力。New quality productive forces serves as a significant engine for advancing the building of a sports power.This study utilizes literature research method and logical analysis to analyze the driving mechanism and current challenges of empowering the building of a sports power with new quality productive forces,and proposes mitigation strategies.The findings of this study indicate that new quality productive forces drives the building of a sports power through three main engines:revolutionary technological breakthroughs,innovative element allocation,and transformational upgrading of industrial structure.The current challenges of empowering sports power building with new quality productive forces include fragmented governmental institutional mechanisms and incomplete establishment of a safeguard system,lagging disruptive and cutting-edge technological innovations,a shortage of interdisciplinary sports technology talents,and imbalanced allocation of scientific and technological resources at the industrial resource allocation level,which significantly hinders the progress of building China's sports power with distinctive characteristics.Based on these findings,the study presents mitigation strategies,including improving relevant institutional mechanisms and establishing a safeguard system for constructing sports power,deepening the strategy of technological empowerment to drive innovation in sports power establishment,optimizing diversified mechanisms for cultivating sports technology talents to build a solid foundation for the development of a sports power,and enhancing the mode of production factor resources allocation to inspire new vitality in the construction of a sports power industry.
