ESG评级助力绿色金融发展的实践、挑战与监管建议

摘　　要：当前,绿色金融正成为金融行业最具活力的发展领域,绿色金融中的ESG理念在全球范围内得到推广普及。ESG评级是ESG投资中的重要环节,对ESG理念的兴起、ESG体系概况和ESG评级的起源发展进行详细梳理;ESG评级与绿色评估认证在概念起源和业务实践上存在交叉关系,与传统信用评级在评级目标、评级机构、被评对象和评级信息来源、评级指标体系和评级结果展示方式等方面有较大差别。目前,国际上ESG业务快速发展,主要国家对ESG的监管大多采取强制措施或自愿性准则方式。我国ESG评级尚处于探索发展阶段,ESG评级市场存在缺乏行业规范、信息披露机制有待完善以及ESG评级方法和利益冲突管理有待提升等问题;同时,我国对于ESG评级业务尚未出台明确的监管规定。为进一步助力绿色金融发展,建议规范ESG评级市场、制定统一的ESG信息披露政策、逐步建立ESG评级方法体系、加强ESG评级的国际交流。Currently,green finance is becoming the most dynamic development area in the financial industry,and the ESG concept in green finance is being promoted and popularized globally.ESG rating is an important part of ESG investment.This article provides a detailed overview of the rise of ESG concepts,the ESG system,and the origin and development of ESG ratings;There is a cross relationship between ESG rating and green assessment certification in terms of conceptual origin and business practice,which differs significantly from traditional credit rating in terms of rating objectives,rating agencies,evaluated objects and sources of rating information,rating indicator systems,and display methods of rating results.At present,ESG business is developing rapidly internationally,and most major countries adopt mandatory measures or voluntary standards for ESG regulation.China's ESG rating is still in the exploratory development stage,and there are problems in the ESG rating market such as lack of industry norms,incomplete information disclosure mechanisms,and the need to improve ESG rating methods and conflict of interest management;At the same time,China has not yet issued clear regulatory regulations for ESG rating business.To further promote the development of green finance,it is recommended to standardize the ESG rating market,establish a unified ESG information disclosure policy,gradually establish an ESG rating methodology system,and strengthen international exchanges on ESG ratings.
