中国省域高水平对外开放水平的测度与评价

摘　　要：本文在深刻理解高水平对外开放内涵的基础上,从制度型开放、全面开放、安全开放和高层次开放4个维度构建指标体系,并系统性地测度了我国地区间对外开放的水平。研究结果表明:在省域层面,北京、广东、上海高水平对外开放程度较高,全国共有10个省份高于均值水平,20个省份低于均值水平,我国省域间高水平对外开放存在显著的不平衡现象;在区域层面,东部、南方和沿海地区的高水平对外开放程度明显高于中西部、北方以及内陆地区,但领先地区内部发展不均衡现象也较为突出;最后,空间分析显示我国省域高水平对外开放存在显著的空间正相关性,即高水平对外开放具有明显的省域集聚效应。因此,我国各区域可通过完善优化不同维度的短板弱项,推动各地区高水平对外开放的协调发展。On the basis of a deep understanding of the connotation of high-standard opening up,this paper constructs an index system from four dimensions of institutional opening up,overall opening up,safety opening up and high-level opening up,and systematically measures the quality of opening up at the provincial level in China.The results show that:at the provincial level,Beijing,Guangdong and Shanghai have the highest level of high-standard opening up,10 provinces are above the mean level,and 20 provinces are below the mean level.There is a significant imbalance in high-standard opening up among provinces.At the regional level,the high standard opening up in the eastern region,southern region and coastal areas are significantly higher than that in central and western regions,northern region and inland areas,but the development imbalance within the leading regions is also prominent.Finally,the spatial analysis shows that the high-standard opening up at the provincial level has a significant positive spatial correlation,that is,the high-standard opening up has an obvious provincial agglomeration effect.Therefore,all regions in China can promote coordinated development of high-standard opening up by improving and optimizing the weaknesses in different dimensions.
