摘　　要：跨区域交通基础设施一体化对塑造都市圈空间形态、优化产业和人口格局、推动区域协同发展具有重要支撑和引领作用,是建设现代化都市圈的重要前提和基础保障。然而,目前都市圈跨区域交通基础设施协同推进仍面临建设需求不同、协调机制缺乏、资金和土地要素保障不足等多方面制约因素。为推进都市圈跨区域高质量一体化发展,以南京都市圈为研究对象,详细梳理其跨区域交通基础设施发展现状和存在问题,提出完善审批制度、推进设施协同以及提升政府效能等举措,健全完善交通一体化协同机制,强化契约管理,争取在“不破行政隶属、打破行政边界”的前提下,推动都市圈跨区域交通基础设施一体化发展,为全国其他都市圈探路先行。The integration of cross-regional transportation infrastructure exerts significant support and leadership in shaping the spatial form of metropolitan areas,optimizing the industrial and population layouts,and facilitating regional coordinated development.It constitutes an essential prerequisite and fundamental guarantee for the construction of modern metropolitan areas.Nevertheless,the coordinated advancement of cross-regional transportation infrastructure in metropolitan areas still encounters multiple restrictive factors,such as diverse construction demands,the absence of coordination mechanisms,and inadequate guarantees of funds and land elements.In order to promote the high-quality integrated development of the metropolitan area across the region,this paper adopts Nanjing metropolitan area as the research object,combs through the current situation and problems of the development of its cross-regional transport infrastructure in detail,and puts forward measures including the improvement of the approval system,the promotion of facility coordination,and the enhancement of government efficiency.It endeavors to refine and perfect the collaborative mechanism for transportation integration,strengthen contract management,and strive to drive the integrated development of cross-regional transportation infrastructure in metropolitan areas without disrupting administrative affiliations and crossing administrative boundaries,serving as a pioneer for other metropolitan areas throughout the country.
