新疆绿洲经济区跨域融合与都市圈交通战略研究——以伊犁和博州为例

摘　　要：以伊犁和博州为例,基于“目标-通道-空间-交通”都市圈协同规划思路,剖析了新疆城镇体系和伊犁—博州跨域融合现状,然后基于都市圈内涵剖析提出了打造伊宁—博乐都市圈(以下简称“伊博都市圈”)的可能性,基于问题与挑战识别和关键性战略通道方案比选,提出了乌霍高铁途径博乐市区设站的推荐性意见和伊博都市圈总体架构。突破传统“点-轴”式骨干通道引领都市圈空间结构的简单逻辑,提出以支线铁路联动州域,“铁路+文旅”促进城镇景(区)深度融合;以旅游公路串联城乡,特色交通缝合天山南北漫游体系和以乌霍高铁畅通城际,“伊宁—博乐”双城直通重塑时空经济格局;以公铁通道疏通口岸,多向复合交通走廊增强物流韧性两个阶段四大交通导向发展策略。This article takes Ili and Bozhou as examples,and based on the TOD oriented"goal channel space transportation"urban agglomeration collaborative planning concept,first analyzes the urban system of Xinjiang and the current situation of cross regional integration between Ili and Bozhou.Then,based on the analysis of the connotation of the urban agglomeration,the feasibility of building the Yiling-Bole Metropolitan is proposed.Based on the identification of problems and challenges and the comparison of key strategic corridor schemes,the recommended opinions for setting up stations on the Urumqi-Khorgos High speed Railway through the Bole urban area and the overall structure of the Yiling-Bole Metropolitan;Finally,breaking through the simple logic of traditional"point axis"backbone channels leading the spatial structure of urban agglomerations,it is proposed to use the Urumqi-Khorgos High speed Railway to facilitate intercity transportation and the"Yining Bole"dual city direct connection to reshape the spatiotemporal economic pattern;Linking the state with branch railways,promoting deep integration of urban scenery(areas)through"railway+cultural tourism";Using public railway channels to clear ports and multi-directional composite transportation corridors to enhance logistics resilience;The four major transportation oriented development strategies are to connect urban and rural areas with tourist highways,and to connect the north-south roaming system of the Tianshan Mountains with distinctive transportation.
