摘 要:推进陆、海、天、网“四港”联动发展,发挥好多式联运对国家货运枢纽的补链强链作用,是推动构建“双循环”新发展格局的重要举措。在系统分析广州市“四港”联运发展现状和问题的基础上,加强“四港”货运基础设施“硬联通”,创新“四港”货运信息、标准、规制、政策“软联通”,提出设施联通、港产联动、多式联运、信息联网、标准联接、企业联盟、部门联合的“七联”行动方案,构建“四港、十廊、三路、三带”联运架构,打造“3+5+4”临港产业体系,促进港产协同发展和货运物流提质降本增效,为广州建设“四港”联运标杆城市和国家级枢纽型经济示范区提供有力支撑。Promoting the collaborative transportation over land,maritime,air and cyberspace is an important initiative to support the construction of new development paradigm featuring dual circulation.This article systematically and comprehensively analyzes the current situation and problems of the development of the collaborative transportation over land,maritime,air and cyberspace.And a set of efficient planning schemes are proposed to support Guangzhou to become the paradigm in the field of collaborative transportation over land,maritime,air and cyberspace scale and build an international hub-economic demonstration zone,which includes the optimization measures focus on transport infrastructure,information exchange,policies,rules and standards.
