摘　　要：目的:为增强检验机构检验用仪器设备政府采购需求管理的规范性和有效性,解决目前部分采购周期长、中标质量不达预期、质疑投诉多等问题,提高采购效率和质量,防控采购风险。方法:依据国家政府采购需求管理有关政策,结合检验用仪器设备采购特点,对检验机构检验用仪器设备政府采购需求管理流程进行分析,就如何完善管理提出建议和对策。结果与结论:本文从检验用仪器设备需求调查、采购需求规范性管理、需求审查等具体操作层面提出了有效实施采购需求管理的要点,并分析了目前管理难点及相应优化思路,为检验工作质量提供有效基础保障。Objective:Toenhance the standardization and effectiveness of government procurement demand management for inspection instruments and equipment used by inspection institutions,solve problems such as long procurement cycles,unsatisfactory bidding quality,and frequent questioning and complaints,improve procurement efficiency and quality,and prevent procurement risks.Methods:Based on the relevant policies of national government procurement demand management,combined with the characteristics of procurement of inspection instruments and equipment,through analyzing the government procurement demand management process of inspection instruments and equipment,to propose suggestions and countermeasures on how to improve management.Results:and conclusion:This article proposes the key points for effectively implementing procurement demand management from the specific operational levels of demand investigation for inspection instruments and equipment,procurement demand standardization management,and demand review,and analyzes the current management difficulties and corresponding optimization ideas,providing effective basic guarantee for the quality of inspection.
