小农户现代化发展与土地资本化、生产组织化的关系研究

摘　　要：中国的农业农村现代化水平在一定程度上决定于小农户的现代化发展,这是中国处在社会主义初级阶段的基本国情决定的。在当前农业市场化的背景下,普遍存在“小农户”与“大市场”“大生产”的博弈现象。在厘清土地资本化、生产组织化与小农户现代化三者关系的基础上,研究构建小农户现代化有效路径,从而实现小农户和现代农业发展有机衔接。具体研究方案是基于“土地资本化”和“生产组织化”建立量化评价指标体系,对量化评价标准模块中的农户行为、经营管理、土地流转、组织生产等实现现代化发展的因素进行梳理,最终形成小农户生产力和生产关系协调发展的分析框架。中国社会主义初级阶段的农业经济应该是以农户家庭为基础,通过集体经济组织、农业新型经营组织和产业链条的多元带动,依托现代发展方式下的土地资本化、生产组织化两大路径,整合乡村零碎资源形成兼顾农户自身发展和农业现代化的多维度、多格局新型组织模式。The modernisation and development of China’s agriculture and rural areas are,to a certain extent,determined by the modernisation and development of small farmers,which is the fundamental national condition of China at the primary stage of socialism.In the context of the current marketization of agriculture,there is a common phenomenon of the game between‘small farmers’and‘big market’and‘big production’.Based on To clarify the relationship between land capitalization,production organization and modernisation of small farmers,this study aims to construct a modernisation path for small farmers,thereby to realise the organic connection between small farmers and modern agricultural development.The specific research plan is to establish a quantitative evaluation index system based on‘land capitalization’and‘production organization’and sort out the factors of farmers’behaviour,management,land transfer,organization of production and other factors for modernisation in the module of quantitative evaluation criteria.Finally,an analytical framework for the coordinated development of small farmers’productivity and production relations is formed.The agricultural economy at the primary stage of China’s socialism should be based on farmers’families,driven by collective economic organizations,new agricultural management organizations and industrial chains,focusing on two major paths:capitalization of land and organization of production,integrating fragmented resources in the countryside,and forming a new organizational model of multi-dimensional and multi-patterns that takes into account the development of the farming households by means of modern development methods.
