摘　　要：欧盟在构建国际科技合作管理与服务体系方面已采取了多项关键举措。制定导向鲜明的国际科技合作指导性文件引领合作方向,确保其政策与国际地缘政治和战略目标相匹配;依托研发框架计划,打造具有全球影响力的科技合作工具,吸引全球科研伙伴;完善相关政策,平衡“开放与安全”,进一步加强对科技合作的支持力度;建立国际科技合作支持网络,为科研人员提供跨境支持和服务。相关举措有效促进了欧盟的国际科技合作发展,并提升了其在全球科技领域的影响力。分析借鉴和对比中欧在国际科技合作管理与服务体系上的异同,有利于完善中国国际科技合作政策和工具体系,加快形成具有全球竞争力的开放创新生态。In recent years,the European Union has implemented several key measures in building an international science and technology cooperation management and service system.The E.U.has developed a well-defined guiding document for international scientific and technological cooperation to steer collaboration and ensure that its policies align with global geopolitical and strategic objectives.Leveraging research and development framework programs,the E.U.has created globally influential science and technology cooperation tools to attract research partners worldwide.Policies have been refined to balance“openness and security”,further enhancing support for science and technology cooperation.An international science and technology cooperation support network has been established to provide cross-border support and services for researchers.These measures have effectively promoted the development of the E.U.’s international science and technology cooperation and enhanced its influence in the global science and technology field.Analyzing and comparing the similarities and differences between China and the E.U.in the management and service system of international science and technology cooperation can help improve China’s international science and technology cooperation policies and tools,accelerating the formation of a globally competitive open innovation ecosystem.
