《香港国安法》实施以来美国涉港经济政策探析

摘　　要：伴随中美战略竞争加剧,美国对中国香港事务的干涉力度明显加大。本文概述了自《香港国安法》出台以来美国涉港经济政策调整的历史基础、具体举措及其对美国在港经济利益的影响,并从美国驻港公司的视角对中国香港营商环境恶化与否作出评估。本文经研究发现,现阶段美国涉港政策调整对美国与中国香港之间的经贸互动产生了一定程度的冲击,这主要表现为美国驻港公司地区总部数量下跌、美国对港出口规模小幅下降以及美国对港投资波动加剧。但是,港美双方的经济联系仍然较为紧密。美国驻港公司围绕政治风险、营商主要挑战以及公司经营策略方面展现出的立场和实际行动表明,中国香港的营商环境依旧具有很强的国际竞争力和吸引力,为包括美国公司在内的海外投资者提供了广阔的发展空间。上述研究发现不仅有助于理解中国香港在中美战略竞争加剧背景下所展现出的经济韧性,也能有效回应国际社会对中国香港经济地位和未来发展前景的担忧。With theintensification of U.S.-China strategic competition,there has been a notable increase in U.S.interference in Hong Kong Special Administrative Region(HKSAR) of China affairs.This article ofers an analysis of the historical context and specifie measures of U.S.economie policy adjustments toward Hong Kong Special Administrative Region(HKSAR)of China since the enactment of the Law of the People's Republie of China on Safeguarding National Security in the Hong Kong Special Administrative Region of China,as well as the actual impact of such adjustments on U.S.economic interests in Hong Kong Special Administrative Region(HKSAR)of China.Based on the perspectives of U.S.companies in Hong Kong,China,this article evaluates whether the business environment in Hong Kong Special Administrative Region(HKSAR)of China has deteriorated.The study finds that the current adjustments in U.S.policy toward Hong Kong,China have had a certain degree of impact on economic and trade interactions between the U.S.and Hong Kong,China.This is mainly reflected in the decline in the size of U.S.company headquarters in Hong Kong,China,a slight decrease in U.S.exports to Hong Kong,China,and inereased volatility in U.S.investments in the region.However,economic ties between Hong Kong Special Administrative Region(HKSAR)of China and the U.S.remain relatively strong.Furthermore,the positions and actions of U.S.companies in Hong Kong Special Administrative Region(HKSAR)of China regarding political risks,key business challenges,and corporate strategies indicate that Hong Kong Special Administrative Region(HKSAR)'s of China business environment remains highly competitive and attractive on an international scale.Overseas investors,including U.S.companies,continue to view Hong Kong,China as an important source of vast business opportunities.These findings not only contribute to a better understanding of Hong Kong's economic resilience in the context of heightened U.S.-China strategic competition,but also provide an efctive response to the intermati
