数字技术赋能下政务平台与制度集成创新的耦合关系研究——以海南自由贸易港为例

摘　　要：数字技术是推动制度集成创新、助力自由贸易港高质量建设的核心动力。然而,数字政务平台作为推进制度集成创新的重要载体,学界对其与制度集成创新之间的关系关注较少。相关研究的缺失限制了我们对数字政务平台在制度集成创新过程中的作用机理及其实际效果的全面理解。采用嵌入式案例研究方法,深入剖析海南自由贸易港利用数字政务平台推进制度集成创新的机制,探讨数字政务平台驱动制度集成创新的内生耦合关系。研究发现,数字政务平台与制度集成创新之间存在双向支持以实现创新的耦合效应,二者的内生耦合关系具有外溢性特征,主要表现为以数字技术为依托、流程再造为形式、提升创新效果为结果和提高政府服务能力为最终目的。不仅丰富了制度集成创新与数字政务平台的相关研究,同时为海南省通过数字技术赋能政务平台、推动制度集成创新提供了实践启示。Digital technology is the core driving force for promoting institutional integration innovation and facilitating the high-quality construction of free trade ports.However,digital government platform serves as an important carrier for promoting institutional integration innovation,the relationship between it and institutional integration innovation has received little attention from academia.The lack of relevant research limits our comprehensive understanding of the mechanism and practical effect of digital government platform in the process of institutional integration innovation.This paper adopts the embedded case study method to deeply analyze the mechanism of Hainan Free Trade Port using digital government platform to promote institutional integration innovation,and discusses the endogenous coupling relationship of digital government platform to drive institutional integration and innovation.The research finds that the two-way support between the digital government platform and institutional integration innovation achieves the coupling effect of innovation,and the endogenous coupling relationship between the two has the characteristics of spillover,which is mainly manifested as relying on digital technology,taking process reengineering as the form,improving the innovation effect as the result,and improving the government service ability as the ultimate goal.The research not only enriches the relevant research of institutional integration innovation and digital government affairs platform,but also provides practical inspiration for Hainan Province to empower government affairs platform and promote institutional integration innovation through digital technology.
