摘　　要：区域创新体系是国家创新体系在中观层次的延伸和体现,国家创新战略目标实现依赖区域创新体系效能的发挥。基于问题导向,系统梳理内蒙古区域创新体系建设的现状,从创新环境、创新生态和创新绩效方面分析阻碍效能发挥的因素,借鉴国内先进经验,提出优化环境、生态协同、需求出发的针对性建议,以期提升区域创新体系整体效能。The regional innovation system is an extension and embodiment of the national innovation system at the mesolevel,and the realization of the national innovation strategic goal depends on the effectiveness of the regional innovation system.Based on a problem-oriented approach,this article systematically reviews the current situation of the construction of the regional innovation system in Inner Mongolia,analyzes the factors that hinder the effectiveness of the system from the perspectives of innovation environment,innovation ecology,and innovation performance.The article also draws on domestic advanced experience to propose targeted suggestions for optimizing the environment,ecological collaboration,and demanddriven development,with a view to improving the overall effectiveness of the regional innovation system.
