摘　　要：地球表层国际公地治理关乎全球可持续发展,更是国家利益博弈和资源竞争的战略制高点。南极作为战略要地,其治理面临复杂挑战。文章以南极为例,梳理了地球表层国际公地治理的基本逻辑与世界格局,以及地球表层国际公地治理的历史沿革和治理模式特征,分析指出在地球表层国际公地治理中我国存在参与能力有待提升、管理多元化不足、极地探索开发与环境保护矛盾等现实困境。应基于人类命运共同体理念,从共建共享普遍安全的南极、积极接纳潜在治理主体、加强南极地区保护力度等方面作出努力,以提升我国在地球表层国际公地治理中的影响力和话语权。The governance of the international commons on the earth's surface is related to global sustainable development,and is also the strategic commanding heights of the national interest game and resource competition.As a strategic place,the governance of Antarctica faces complex challenges.Taking Antarctica as an example,this paper sorts out the basic logic and world pattern of international commons governance on the earth's surface,as well as the historical evolution and governance model characteristics of international commons governance on the earth's surface.It points out that China has some practical difficulties in the governance of international commons on the earth's surface,such as the ability to participate needs to be improved,the lack of diversified management,and the contradiction between polar exploration and development and environmental protection.Based on the concept of a community with a shared future for mankind,efforts should be made to jointly build and share a universally safe Antarctica,actively accept potential governance subjects,and strengthen the protection of the Antarctic region,so as to enhance China's influence and discourse power in the governance of the international commons on the earth's surface.
