摘　　要：行政区划是超特大城市发展与治理的重要政策工具,然而已有研究较少针对我国超特大城市行政区划的设置与演变开展系统分析,对于不同行政区划调整方式之间的逻辑关联也缺乏充分关注。在系统回顾我国超特大城市行政区划调整历程的基础上,研究认为我国超特大城市的行政区划调整总体呈现出鲜明的规律性,普遍经历了由区界重组到市领导县、由市领导县到撤县设区、再由撤县设区到区界重组的三个典型阶段,各阶段的行政区划调整方式之间并非相互独立,而是构成了一个前后紧密关联的行政区划调整链,其背后体现了由城乡分治到城乡合治、由权力分立到权力统合、由外部扩张到内部精细化治理的逻辑。研究有助于丰富对我国超特大城市行政区划调整实践的认识及其运行逻辑的理解,也有助于为我国超特大城市未来行政区划的进一步调整优化提供参考。The administrative division is an important policy tool for the development and governance of China’s megaci-ties,but few studies are available on the systematic analysis of the setting and evolution of administrative divisions of China’s megacities,and there is a lack of sufficient attention to the logical relationship between different administrative divisions.On the basis of a systematic review of the process of administrative division adjustment of China’s megacities,the study reveals that the adjustment of administrative divisions in China’s megacities generally presents an obvious regularity,and has generally experienced three typical stages from the reorganization of district boundaries to the city-leading-counties,from the city-leading-counties to the county-to-district transformation,and then from the county-to-district transformation to the reorganization of dis-trict boundaries.The adjustment methods of administrative divisions at each stage are not independent of each other,but con-stitute a closely related chain of administrative division adjustment.The internal logic of such adjustments is the transformation from the urban-rural separation to the urban-rural integration,from the regional power separation to the regional power integra-tion,from the external expansion to the internal refined governance.This study is helpful to deepen the understanding of the practice and logic of administrative division adjustment of China’s megacities,and also helps to provide a reference for the fur-ther adjustment of the administrative divisions in China’s megacities in the future.
