省领导注意力可以提高数字政府建设效能吗?——基于31个省份数据的实证研究

摘　　要：在数字中国的整体战略下,各省数字政府建设呈现差异性布局,数字山东、数字福建等层出不穷。那么,是何因素导致了各省数字建设差异?不同于既有研究从资源投入、制度安排等因素着手分析,本文关注到省领导注意力这一因素,通过对31个省份2015—2022年的面板数据实证分析,探究省领导注意力对数字政府建设效能的影响及其区域异质性。研究表明,省领导注意力显著影响数字政府建设效能,相较于省领导集体注意力,基于批示的省领导个体注意力影响更为显著。本研究肯定了省领导注意力对数字政府建设效能的正向影响,未来各省数字政府建设需依据区域实际进一步强化省领导注意力倾注,充分发挥省领导个体注意力效应优势,进而提升我国数字政府建设整体效能。Under the overall strategy of digital China,the construction of digital government in each province shows a dif-ferent layout,digital Shandong,digital Fujian and so on keep emerging.Then,what factors lead to the differences in digital construction among the provinces?Unlike the existing studies that analyze factors such as resource inputs and institutional ar-rangements,this paper focuses on the factor of provincial leaders’attention,and explores the impact of provincial leaders’at-tention on the effectiveness of digital government construction and its regional heterogeneity by empirically analyzing the panel data of 31 provinces from 2015 to 2022.The study shows that provincial leaders’attention significantly affects the effectiveness of digital government construction,and the impact of individual provincial leaders’attention based on instructions is more sig-nificant compared to the collective attention of provincial leaders.This study confirms the positive influence of provincial lead-ers’attention on the effectiveness of digital government construction,and in the future,the digital government construction in each province should further strengthen the attention of provincial leaders according to the regional actuality,and give a full play to the advantages of the individual attention effect of provincial leaders,so as to improve the overall effectiveness of China’s digital government construction.
