摘　　要：以美国为代表的西方国家凭借网络技术优势,强力推行“互联网信息自由流动”理念,主张网络信息传播不应受到干预。从本质上看,所谓“网络自由”不过是西方国家向全球推销其政治制度和价值观的托词,并试图利用互联网实施舆论影响,以达到操纵别国意识形态话语权的目的,是霸权思维的网络翻版。从现实上看,这些国家恶意诋毁社会主义制度,妄图颠覆中国共产党的领导。他们在“网络自由”的掩盖下传输“普世价值”之道,削弱社会主义意识形态,侵袭中国思想文化,挑战国家网络主权。既要从学理上深刻揭示西方“网络自由”论的根源本质,认清它的危害性,更要从实践上防范化解由此带来的意识形态领域的重大风险,以维护国家网络安全。By virtue of their technological advantages in the Internet,Western countries,mainly represented by the United States,are vigorously pursuing the concept of “free flow of information on the Internet”(hereinafter referred to as “Internet freedom”),which advocates that the dissemination of information on the Internet should not be subject to interference.In essence,the so-called “Internet freedom” is merely a pretext for Western countries to promote their political systems and values globally,attempting to use the Internet to influence public opinion in order to manipulate the ideological discourse power of other countries,and is yet another cyber replica of hegemonic thinking.Realistically,these countries malign the socialist system and seek to subvert the leadership of the Communist Party of China.Under the guise of “Internet freedom”,they transmit “universal values”,weakening socialist ideology,infringing on China's ideology and culture,and challenging the country's cyber-sovereignty.We should not only profoundly expose the root nature of the Western “Internet freedom” and recognize its harm,but also prevent and defuse the major risks in the ideological field in order to safeguard our national cybersecurity..
