摘 要:公费医疗制度已明显落后于城镇职工医疗保险体系,造成中央国家机关事业单位负担医疗费较重。以在京某机关事业单位2015-2023年公费医疗运行现状为例,近年来新增医疗费实际由中央国家机关事业单位承担,公费医疗补助对于实际报销的医疗费不足以覆盖一半。公费医疗从资金占用上给中央国家机关事业单位造成较大负担,在报销票据管理及与“互联网+”医疗服务衔接方面形成制度上的鸿沟。应加快推进在京中央国家机关事业单位公费医疗改革,适时调整公费医疗补助标准,做好参保层面的配套安排。The publicly-funded healthcare system has lagged significantly behind the urban employee medical insurance system,resulting in a heavier burden on central government departments and institutions in terms of medical expense coverage.Taking the analysis of the current status of publicly-funded healthcare in a specific central government department or institution in Beijing from 2015 to 2023 as an example,the actual increase in medical expenses in recent years has been borne by the central government departments and institutions,and the publicly-funded healthcare subsidy is insufficient to cover even half of the actual reimbursement for medical expenses.Publicly-funded healthcare poses a significant financial burden on central government departments and institutions,and creates institutional gaps in reimbursement voucher management and integration with“Internet+”medical services.It is imperative to accelerate the reform of publicly-funded healthcare in central government departments and institutions in Beijing,adjust the subsidy standards for publicly-funded healthcare in a timely manner,and make appropriate arrangements for participation in the insurance system.
