体育融入老年健康养老的现实诉求、国际经验与发展启示

摘　　要：采用文献资料法、案例分析法等研究方法,分析发达国家体养融合的实践特征。研究认为,发达国家在政策驱动、场域建设、主体协同及社会服务四个方面将体育全面融入老年健康养老领域,独具特色的老年体育养老模式在老龄治理中社会效益显著,具体表现为推动内源性与外源性政策结合,以服务老年健康为政策理念;实施多元主体共治,打造以社区为中心的治理联盟;部门联动共治与主体联通共生的协同参与机制;政府主办监管与市场主导协同的精准供需服务模式。由此,提出我国体养融合需加强顶层设计,完善体养融合的政策法规与支持机制;以社区为中心,搭建体养融合的协同治理网络;深化政企合作,促进体育养老服务的供需匹配;秉持整体思维,完善体养融合的多元联动机制等启示。Through literature review and case analysis,sports and the elderly healthcare integration in the developed countries was analyzed.It could be seen that the developed countries had fully integrated sports into the field of the health and care for the elderly through policy support,field construction,subject collaboration and social services.The unique model produced significant social benefits in the elderly governance,specifically manifested in promoting the combination of endogenous and exogenous policies,highlighting the people-oriented policy,creating the community centered governance alliance,building the collaborative participation mechanism and providing a precise supply and demand service model with government sponsored regulation and market led coordination.In China,the integration of sports and the elderly healthcare integration needs to strengthen the top-level design,improve policies,regulations,and supportive mechanisms,expand the depth and width of cross-border integration,provide stable financial support,deepen the corporation between the government and the enterprises etc.
