结构化理论视域下县域精神卫生体系服务能力的提升路径

摘　　要：《中华人民共和国精神卫生法》等精神卫生制度及相关保障措施的投入为县域精神卫生体系的发展奠定了良好的规则和资源基础,搭建了相对系统的县域精神卫生体系行动框架。但县域精神卫生体系复杂,主体多元,在综合管理结构下,在县域精神卫生行动者将卫生资源转化为精神卫生服务能力的过程中,多种因素兼具促动性与约束性。面对约束性带来的专业服务供给不均衡、主体衔接机制不健全、社会支持体系不完善等问题,政府要通过优化制度环境调动主体能动性、完善资源整合与综合管理结构、以专业人才培养带动社会支持体系发展等措施,促进主体将资源转化为精神卫生体系服务能力,以满足群众就近“看得好病”的需求,实现“大病不出县”的目标。The Mental Health Law of the People’s Republic of China and other mental health-related regulations and their funding have laid a solid foundation of rules and resources for the development of county mental health system and established a relatively systematic operation framework for county mental health system.However,the county mental health system is complex and involves multiple stakeholders.Under a comprehensive management structure,various factors with both facilitative and constraining influences coexist in the process of county mental health actors transforming health resources into mental health service capability.Facing issues arising from constraints,such as uneven provision of professional services,inadequate coordination mechanism among stakeholders,and imperfect social support system,the government must optimize the institutional environment to mobilize stakeholders’initiative,improve resource integration and comprehensive management structure,and promote the development of social support system through professional talent cultivation.These measures aim to encourage stakeholders to actively transform resources into mental health service capability,thereby meeting the needs of the people to receive quality healthcare nearby and achieving the goal of curing serious illness locally.
